When it comes to law and order, justice, crimes, criminals and government; politicians tend to go with the publics viewpoint.  Regardless of what might be humane or just; they go with the hysteria of the day or the current trend or thought concerning the best way to deal with criminals, or those that comment crimes - those who break the laws of society - as the public decides is the best way to deal with them.  Politicians who don't follow this line of thought tend not to be elected or re-elected.  Laws are passed to show that the government is listening to the people and being tough on crime even if that isn't in the best interest of society or the best way to deal with the issue of crime, criminals, justice, law or order.
