Governor Schwarzenegger:

I hereby insist that you grant clemency to Helen Loheac and order the immediate release
of this 85-year-old woman on the grounds of simple humanitarian decency and fiscal responsibility. 
Helen has been incarcerated for more than 15 years for her alleged involvement in a dubious conspiracy to commit murder.  No one was harmed or killed as a result of this conspiracy and it is doubtful that Helen had any real understanding or intentional involvement in this crime.  Helen fulfilled a request from her son to give his money to someone, as her son was in the county jail and could not handle the transaction himself.  The person to whom she gave the money was an undercover police officer who was investigating her son.  Helen's son was a vicious predator who was abusive toward her.  She was afraid of him therefore she did what he ordered her to do.

Helen appeared before the Board of Parole Hearings recently, was denied parole, and told to come back next year with, "employment plans/financial plans" despite the fact that she is over 85 years old.  The Board also failed to consider that Helen is transported to the local hospital three (3) times a week for kidney dialysis.  Even though she is 5 feet tall and weighs 90 lbs., she is shackled, waist chained, and transported by two (2) armed guards to each hospital visit.  She is often confused and frightened and the prison environment is very difficult for her.  It is difficult to think of anyone who poses less of a threat to society than Helen Loheac.  Releasing this woman would save the state a great deal of money, and there is no conceivable reason why she should remain in prison.

Sister Terry Dodge, S.S.L., has accepted Helen at Crossroads, a residential program for women leaving prison, where she will have a supportive environment.  Helen has more than paid for any mistake she might have made and should be released at once.

Clemency for Helen Loheac is both a morally and fiscally sound decision.  I urge you to grant clemency and immediately release this 85-year-old woman who has never killed or Injured anyone.
